Policy of Promoting European Funds in the Activities of Polish Regional Governments on the Example of Lublin Province (2007-2013)

Abstract

Politics of promoting European funds in the activities of Polish regional governments on the example of the Lublin region (2007–2013). The study is devoted to the ongoing information and promotion policy in Poland related to the European Funds. Since its integration with the European Union (2004), these funds have constituted one of the most important sources of financial support of development of Poland and its regions. The European funds are especially important for underdeveloped eastern Polish regions, including the Lublin region, on the basis of which the author discusses the functioning of this policy. Local governments play a key role in promoting the EU funds, not only because of their informational institutions, but also by their example of effective management of the aid flowing from the European Union. The author presents the legal basis for the development of this policy, presents its objectives, tools used for its purpose, and shows the structure and operation of the Information System on the European Funds in the current programming period (2007–2013). Opracowanie jest poświęcone realizowanej obecnie w Polsce polityce informacyjno-promocyjnej związanej z Funduszami Europejskimi. Od momentu przystąpienia Polski do Unii Europejskiej (2004) fundusze te stanowią jedno z najważniejszych źródeł finansowego wsparcia rozwoju kraju oraz jego regionów. Fundusze Europejskie mają szczególne znaczenie dla słabo rozwiniętych województw Polski Wschodniej, w tym także dla Lubelszczyzny, na przykładzie której Autor omawia funkcjonowanie wskazanej polityki. Kluczową rolę w promowaniu Funduszy Europejskich odgrywają samorządy wojewódzkie, nie tylko ze względu na prowadzone na swoim terenie placówki informacyjne, ale także poprzez własny przykład efektywnego zagospodarowywania pomocy płynącej z Unii Europejskiej. Autor opracowania przedstawia podstawy prawne wskazanej polityki, prezentuje jej cele, wykorzystywane na jej użytek narzędzia oraz przedstawia strukturę i działanie Systemu Informacji o Funduszach Europejskich w okresie programowania 2007–2013.
