Ataki cyber-fizyczne a system bezpieczeństwa międzynarodowego

Abstract

The article raises the questions related to the undesirable effects of cyber-physical systems for the security of the international environment. Their hybrid (digital-to-physical) nature makes that they affect not only the logical layer of cyberspace, but due to its functionality also the physical domain. As such ,they are both indirectly and directly, multidimensional threat to the wider considered system of the global security. They enable to destabilize the internal order of the state, which in turn may lead to disruptive changes in the broader context. Moreover, they can become a source of disorder, pointing straight into the critical elements of the system of the international security.

Artykuł porusza zagadnienia związane z niepożądanym oddziaływaniem systemów cyber-fizycznych na bezpieczeństwo otoczenia międzynarodowego. Ich hybrydowy (cyfrowo-materialny) charakter sprawia, że wpływają nie tylko na logiczną warstwę cyberprzestrzeni, ale z uwagi na posiadaną funkcjonalność także na dziedzinę fizyczną. Jako takie stanowią, zarówno pośrednio, jak i bezpośrednio, wielowymiarowe zagrożenie dla szeroko pojętego systemu bezpieczeństwa globalnego. Umożliwiają destabilizację porządku wewnętrznego państwa, co w konsekwencji może prowadzić do destrukcyjnych zmian w szerszym kontekście. Ponadto mogą stać się źródłem zaburzeń, celując wprost w newralgiczne elementy systemu bezpieczeństwa międzynarodowego.
