Abstract
The scientific problem of the publication relates to the identification of opportunities and the manner of using foresight studies for the improvement of the process of managing the development of tourism in the region. The main aim is to develop a methodology incorporating foresight research into the creation of regional tourism development strategies in order to improve the process of managing tourism in the region. Attempting to develop a methodology for the incorporation of foresight research for the needs of strategic tourism management in the region was motivated by three leading reasons: weaknesses of the current process of managing the development of tourism in the region; the low number of projects using the foresight methodology for the needs of tourism in the face of the increasing popularity of the successful use of this instrument in other areas; the existence of cognitive gaps in the application of the foresight methodology in terms of formulation and implementation of tourism development strategies. The first chapter of the publication contains the characteristics of the tourism management system in Poland. It also includes an assessment of the strengths and weaknesses of the process of strategic management of tourism in the regions of Poland and the implementation of regional tourism development strategies. The second chapter presents the definitions and assumptions of foresight and identifies its place in the management theory. It presents the evolution of foresight activities in Poland and around the world, and reviews the methods used in foresight research. The subject of the third chapter was to analyze the foresight initiatives in the field of tourism, undertaken in Poland and around the world. It also identifies good practices in relation to individual stages of foresight implementation. In the fourth chapter the author included the design and characterization of the methodology of incorporation of foresight research for the creation of regional tourism development strategies. The fifth chapter contains the results of the verification of the proprietary methodology of incorporation of foresight research for the construction of the regional strategy for the development of tourism in the Podlaskie Voivodeship. The conclusions of the carried out research, document analysis and the study of literaturę enabled the development of recommendations for the use of foresight research in the proces of strategic management of tourism in the region. The publication is the result of the implementation of the research project Foresight as a tool for the improvement of tourism management in the region, financed from the funds of the National Science Center, awarded under agreement No. UMO-2012/05/N/HS4/02055.
