Abstract

An informal economy which includes both semi-legal (grey market) as well as black market (with typically criminal character) is an essential operational element of the national economy in each country. In a democratic state under the rule of law built on a triple separation of powers (legislative, judiciary and executive), it is justifiable to strive for such management that public authorities are capable of curtailing benefits stemming from participation of citizens in the informal economy while reinforcing legal business operations. However, it requires the framing of common definitions and theories for the concept of ontological informal economy which will allow for exploiting specific management functions in the reasonably highly anticipated manner against the real state of functioning the national economy.
