Samorządowy Fundusz Rozwojowy jako szansa rozwoju jednostek samorządu terytorialnego

Abstract

Artykuł ma charakter teoretyczny i zawiera koncepcję nowego instrumentu, kótry mógłby zostać wykorzystany przez jednostki samorządu terytorialnego. Tym instrumentem jest Samorządowy Fundusz Rozwojowy. W artykule opisano zalety takiego funduszu zarówno dla jednostek samorządu terytorialnego oraz dla rynku kapitałowego w Polsce. Utworzenie takiego funduszu mogłoby przyczynić się do rozwiązania wielu problemów w przyszłości szczególnie związanych z zadłużeniem JST oraz ich inwestycjami w infrastrukturę.

The article has theoretical character and its aim is to propose a new instrument which could be used by the local self-government units. That instrument is Local Government Development Fund. In article describe several advantages of such a fund for both the local self-government units and the capital market in Poland. The fund could solve a number of problems with debts of local self-government units and with their infrastructure investments in the future
